A vote by all five Commissioners at the September Open Meeting on a plan that would streamline the process for allowing HD Radio multicast power boosts on the upper and lower digital sidebands never happened. That's because, one day before the session, a First Report and Order was issued based on the unanimous consent of the FCC's vote makers.
