Hubbard Reveals Joel Oxley’s D.C. Successor

WASHINGTON, D.C. — He holds a MBA from American University’s Kogod School of Business and for 23 years held key leadership roles in the Nation’s Capital for National Geographic. He was Head of International for Amazon’s Wondery until April 2025 until becoming a Vistage Chair, leading confidential peer advisory groups for CEOs and business owners in the National Capital Region.


Meet Joel Oxley’s successor as President/Market Manager for Hubbard‘s group of media properties in Washington — headlined by WTOP Radio.

Earning the role is Declan Moore, who reports directly to Hubbard | Media That Connects CEO Ginny Hubbard.

In his new role, Moore will oversee the WTOP all-news audio brand and the Federal News Network, as well as the 2060 Digital operation’s Washington office.

At Wondery, Moore led international strategy and expansion for their audio business across content, advertising, subscriptions and platform distribution.

At NatGeo, he held such roles as Chief Media Officer and President of the Publishing and Digital Media for National Geographic Society. He also served as Chief Executive Officer of National Geographic Partners.

Moore is a native of Ireland.
