Trades, And A Tower Move, Planned In Puerto Rico

Wilfredo Blanco-Pi and La Más Z Radio are getting new AMs in a somewhat complicated deal in la Isla del Encanto.

At the same time, Blanco-Pi has agreed to a plan that would move the transmitter of an AM owned by International Broadcasting Corp. to the site of one of Blanco-Pi’s stations. Blanco-Pi will then sell the 5.6-acre site to IBC.

According to a somewhat unorthodox barter agreement filed with the FCC as part of a Form 314 Application made Monday (6/19), Aurio Matos Barrero’s Class B 1kw WTIL-AM 1300 in Mayaguez, Puerto Rico, licensed to La Más Z Radio Inc., and its Harris transmitter will be traded to Blanco-Pi.

Concurrently, La Más Z will receive WBYM-AM 1560 in Bayamon, Puerto Rico—out of the IBC Divestiture Trust. In a six-year agreement, La Más Radio will pay rent of $600 to IBC for use of the tower site and take on the site’s maintenance costs and electric bill.

In addition to the asset swap, there’s a tower move that’s been consummated along with a property sale.

International Broadcasting Corp., is also the owner of WGIT-AM 1660 in Canovanas, P.R. WGIT’s transmitters and antenna are set to move to a site adjacent to Blanco-Pi’s WAPA-AM 680 in San Juan. International Broadcasting is financing the move, and buying the 5.6-acre “Carolina site” from Blanco-Pi. But, for it to happen, Blanco-Pi will need to relocate the 250-foot WAPA tower; he will pay all costs associate with this move.

The transaction document was originally signed in Spanish and translated to English for filing with the Commission.

The property sale and asset shifts involve an individual who has been relentless in his quest for the continued use of three experimental AM booster stations used to fill gaps in coverage areas.

Blanco-Pi has used WA2XPA in Arecibo, WI2XSO in Mayaguez, and WI3XSO in Aguadilla, Puerto Rico to help WAPA-AM, and simulcast partner WISO-AM 1260 in Ponce.
