Starks Sets Staff As O’Rielly Names Ericson’s Sucessor

In October 2018, Brooke Ericson prepared for two major life changes. One was her wedding to Shawn Donilon, a Director of Government Relations at the NAB. The other big change was her departure as Chief of Staff and Media Advisor for Republican FCC Commissioner Mike O’Rielly. 


Ericson resurfaced in November as VP/Government Relations for the NCTA-The Internet & Television Association.

We now know who is succeeding Ericson in O’Rielly’s office, in addition to who will be working with the newest Commissioner with keys to a Portals office.

Starting Feb. 25, Joel Miller will be O’Rielly’s Chief of Staff, press contact and
media advisor.

Miller is exiting the role of Deputy Chief of Staff and Legislative Director for GOP House Member Brett Guthrie of Kentucky. In that role, he worked closely with Guthrie on
communications work on the powerful House Energy and Commerce Committee.

As Guthrie shifts from Capitol Hill to the Portals, Democratic FCC Commissioner Geoffrey Starks revealed that he is selecting William Davenport as his Chief of Staff and Senior Legal Advisor covering Wireless and International issues.

This comes as Acting Chief of Staff and Acting Legal Advisor on these issues, Daudeline Meme, is exiting.

Davenport most recently served as SVP/Federal Regulatory for Ligado Networks. However, Davenport has spent most of his career in the FCC’s Enforcement Bureau, beginning as a staff attorney then moving to management positions in the Bureau’s Investigations and Hearings Division and the Office of the Bureau Chief. Prior to leaving the FCC, Davenport served as the Deputy Bureau Chief responsible for the Commission’s spectrum enforcement matters, including oversight of the agency’s field offices.

Davenport is a two-time co-chair of the Federal Communications Bar Association’s Enforcement Committee and a member of the Endorsements committee of the DC chapter of the National Hispanic Bar Association.

Meme is returning to her position as Deputy Chief in the International Bureau’s
Telecommunications & Analysis Division.
