Signals of Change: What’s Coming In D.C. Gets A Clear Forecast

The 2024 election is over, and unlike in 2020 or in 2000, there’s a clear portrait of what will transpire for broadcast media companies come late January, when a new FCC will take shape and the U.S. Senate shifts to Republican majority control. What will be the top issues for Radio and Television under a potential Carr Commission and on Capitol Hill?


Fletcher Heald & Hildreth attorney Seth Williams has his thoughts ahead of a Forecast 2025 panel he’ll be moderating on Wednesday, November 13, in New York.

“I am excited to discuss potential legal and regulatory changes impacting broadcasters with a great group of industry leaders at Forecast 2025,” says Williams. “Artificial intelligence continues to disrupt, presenting both opportunities and challenges for broadcasters. Our discussion will touch on AI legislation in Congress and at the state level, along with regulatory changes at the FCC under a Trump administration and — more broadly — in the wake of the Supreme Court overturning Chevron deference. We will also discuss pending ‘AM on the Dash’ legislation, the potential for changes in ownership limits, and more.”

Williams joined Fletcher, Heald & Hildreth in November 2018 as an associate after spending several years in private practice at another D.C.-area law firm. While still in school, he also gained experience in several areas of communications law, working as an intern at PCIA: The Wireless Infrastructure Association, in the office of former FCC Commissioner and then-Acting Chairwoman Mignon Clyburn; and in the Audio Division of the FCC’s
Media Bureau.

The panel, “Signals of Change: What’s on the Docket for 2025,” will explore a variety of issues and potential regulatory changes for broadcasters in a thought-provoking conversation about what to expect from Washington in 2025. Joining Williams as panelists are David Donovan, President/Executive Director of the New York State Broadcasters Association; Gray Television SVP of Government Relations and Distribution Robert Folliard; National Association of Broadcasting Chief Legal Officer/EVP, Legal and Regulatory Affairs Rick Kaplan; and Chris Ornelas, EVP/General Counsel at Beasley Media Group.

Forecast promises to provide practical strategies for broadcasters to navigate the post-election environment while addressing other critical challenges like AI integration, digital transformation, and changing revenue models.
