Latest Congressional ‘LRFA’ Gains Momentum as AMFA Withers

Twenty-one members of the House of Representatives and two Senators have added their support to the “Local Radio Freedom Act” — the non-binding resolution that has successfully blocked Congress from enacting “any new performance fee, tax, royalty, or other charge” on local broadcast radio stations … for now.


The LRFA, which is a pledge, rather than a proposed law, signals the opposition of members of Congress to any potential legislation that imposes new performance royalties on broadcast radio stations for music airplay. In recent years, this has chiefly been the recording industry-supported, musicFIRST-endorsed “American Music Fairness Act.”

While musicFIRST crowed over the AMFA’s successful passage in the last Congressional legislation by the House Judiciary Committee, the proposed legislation fizzled. Yes, efforts championed by the group helped in making the AMFA “the most successful radio performance royalties bill since 2009.” But, those signing the LRFA dwarfed the number of supporters of the AMFA. The Senate declining to take up the AMFA, making the House Judiciary Committee voice vote overseen by Rep. Jerrold Nadler (D-N.Y.) inconsequential.

Today, the AMFA has just four co-sponsors joining Rep. Darrell Issa (R-Calif.) in the House, including Nadler, and three co-sponsors in the Senate supporting companion legislation introduced by Alex Padilla (D-Calif.).

By comparison, the LRFA now has 188 co-sponsors in the House and 23 in the Senate.

Reps. Steve Womack (R-AR-3) and Kathy Castor (D-FL-14) are the lead co-sponsors of the LRFA in the House.

Adding their support for the resolution in the Senate is Sens. Deb Fischer (R-NE) and Lisa Murkowski (R-AK). Sens. Maggie Hassan (D-NH) and John Barrasso (R-WY) are the lead cosponsors of the LRFA in the Senate.

For AMFA supporters, the fight goes on without Crowley.

As RBR+TVBR reported earlier this month, the former House Member departed as Chairman of the musicFIRST coalition. The group did not elaborate on the reasons for his departure.

Crowley today is a registered lobbyist for TikTok. Now serving as co-Chairmen of musicFIRST, which positions itself as “the voice for fairness and equity for music creators,” are former Arkansas Democratic Senator Mark Pryor and longtime Capitol Hill strategist Will Moschella.
