This creative plan to deal with the physical problems of the station without bothering the FCC didn’t sit too well with the Commission, which decided a $24K fine would help keep the station on the straight and narrow. To its credit, HCC did not try to hide anything, and the FCC was impressed enough with its candor, and the paucity of funds in its bank account, to reduce the fine to $8.1K.
