Dallas LPFM Operator Handed Violation Notice

A Notice of Violation has been handed by the FCC’s Enforcement Bureau to the operator of a low-power FM radio station based in Dallas.


At issue: The type of transmitter this facility, operated by a Hispanic religious institution, uses to bring its message to the community for which it serves.

At 100 watts, KPVC-FM 92.1 LPFM serves an area of Dallas stretching from downtown to Las Colinas, and much of the city of Irving, Tex.

It is operated by Iglesia Evangelica Vida y Esperanza, which has received a Notice of Violation from Ronald Ramage, Director of Region Two of the FCC’s Enforcement Bureau.

Why? A complaint was received on May 2 that was investigated by agents from the Dallas office. It seems KPVC-LP may not have been using an authorized transmitter.

This may indeed be the case.  At the time of the inspection, the agents
observed that KPVC-LP was using a model ELMWI transmitter, which is not
certified for use in the LPFM service.

The Enforcement Bureau is now asking the church why this is the case. It has 20 days from the June 26 issuance of the NOV to reply.
