Chairman Carr Appoints WAC Chair, Vice Chair

WASHINGTON, D.C. — FCC Chairman Brendan Carr on Wednesday, ahead of the February Open Meeting of the Commission, revealed his appointments for Chair and Vice Chair of the World Radiocommunication Conference Advisory Committee (WAC).


The WAC, rechartered by the FCC on January 21, carries the mission of providing the Commission with advice, technical support, and recommended proposals for the International Telecommunication Union’s World Radiocommunication Conference, which will be held in 2027.

Serving as Chair is George John, while Kimberly Baum will serve as Vice Chair.

John is a Partner at Hogan Lovells and was previously Lead Legal and Regulatory Counsel at Spire Global Inc. He received his JD from the American University College of Law and also received his bachelor’s degree in Interdisciplinary Studies as a “CLEG”(Communications, Legal Institutions, Economics, and Government) major at AU.

Baum is the Head of Regulatory Affairs at Astranis and has held roles in the satellite industry focused on policy and engineering. Among her past employers is Echostar Corp. Baum began her career at the FCC, where she was an electronics engineer in the Office of Engineering and Technology and later in the International Bureau.

Baum holds an B.S. in Electrical Engineering from Virginia Tech and an M.S. in Electrical Engineering from The George Washington University in Washington’s Foggy Bottom neighborhood.


The WAC is chartered under the Federal Advisory Committee Act to provide to the FCC public views and recommendations in preparation for the next World Radiocommunication Conference. The World Radiocommunication Conference is a treaty-level forum held by the International Telecommunication Union (a United Nations agency) every three to four years in which countries decide on the allocation of frequency spectrum to allow the deployment or growth of all types of radiocommunication services such as wireless, broadcasting, satellite, and aeronautical services.
