All-In Pricing Order Is Published. Compliance Comes Later

The FCC in March moved ahead on a party-line 3-2 vote to implement what FCC Chairwoman Jessica Rosenworcel believes are new customer protections requiring all cable TV service providers and the nation’s two direct broadcast satellite companies to specify the “all-in” price “clearly and prominently” in their promotional materials and on every monthly billing statement.


While groups such as DirecTV and ACA Connects are displeased, the new rules are now one step closer to becoming operator requirements.

The All-In Pricing Report and Order was published in the Federal Register on April 19, and thus immediately took effect.

However, compliance will not be required until the later of two dates: December 19, 2024, or after the Office of Management and Budget completes a review pursuant to the Paperwork Reduction Act.”

Furthermore, cable operators with annual receipts of $47 million or less, compliance will not be required until the later of March 19, 2025, or after a OMB review similar to the one described above.

The Media Bureau will publish a subsequent Public Notice to remind the public about the compliance dates once the Office of Management and Budget completes its review of the rule’s requirements.
