WASHINGTON, D.C. — As the FCC’s July Open Meeting came to its conclusion, so did the tenure of the Chief Counsel for Chairwoman Jessica Rosenworcel. She’s moving on from not only Rosenworcel’s team, but also from the Commission.
Meet the new Chief Counsel to Rosenworcel, as well as the new Chief Legal Advisor and her Acting Legal Advisor on the Affordable Connectivity Program and other wireline issues.
Umair Javed, who from October 2017 through January 2021 served as then-Commissioner Rosenworcel’s legal advisor for wireless and international issues, has exited.
A former Wiley LLP attorney in the Telecommunications, Media & Technology practice at the firm, Javed has also served on U.S. delegations to treaty-writing conferences and meetings of the International Telecommunication Union.
With his departure, Priscilla Delgado-Argeris will serve as Chief Counsel, while Ramesh Nagarajan will assume the role of Chief Legal Advisor and Rashann Duvall will join Rosenworcel’s team as Acting Legal Advisor for wireline and Affordable Connectivity Program needs.
“Priscilla and Ramesh have long been trusted members of my team, so I am grateful to them for stepping into new roles and continuing to leverage their expertise to ensure we connect everyone, everywhere,” said Rosenworcel. “I also welcome Rashann to our team, who will be joining us at a critical time in the Affordable Connectivity Program’s development. I can’t thank Umair enough for his years of service to the Commission and to my office as Chief Counsel. He will be dearly missed–11-noon and after 2:30pm on Fridaybut he leaves our team in good hands.”
Delgado-Argeris was Chief Legal Advisor and joined the Chairwoman’s office from Meta Platforms, where she has focused on spectrum policy issues for the company across the globe. From 2012-2015, she previously served as then-Commissioner Rosenworcel’s Legal Advisor and Senior Legal Advisor covering wireline and wireless issues for the office during her tenure. Prior to joining the FCC, Delgado-Argeris was at Wiley, where she focused regulatory and litigation matters involving federal and state communications law.
Nagarajan was previously Legal Advisor on Wireline and Enforcement issues, and served in the Wireline Competition Bureau, where he was most recently Deputy Division Chief of the Competition Policy Division.
Duvall most recently served as an Assistant Division Chief in the Telecommunications Access Policy Division.
