NEW YORK — The Springfield Gardens area of Queens is a little-known residential zone adjacent to bustling John F. Kennedy International Airport along the Belt Parkway. Here, a pirate radio station at 91.9 MHz was confirmed by FCC Enforcement Bureau agents. They couldn’t connect with the buccaneer behind the elicit operation, so the Commission is going after the property owner.
