For years, unlicensed FM radio broadcasters have plagued the New York metropolitan area and communities across Miami-Dade and Broward Counties. Now, the FCC is fining three alleged buccaneers whose pirate radio broadcasts have largely focused on underserved multicultural communities while proposing fines for Gotham-area illegal FM operators.
But, even with the PIRATE Act, can the Commission fully enforced the proposed fines and douse the pirates for good?
