A Key Collection of Legal and Policy Minds Gather In Phoenix

It’s been an incredible four weeks in Washington when it comes to pending regulatory policy changes at the FCC and potential legislation on Capitol Hill that could positively benefit broadcast radio.


But, how could these D.C. moves trickle down to Calle Ocho or Whittier Blvd.? A panel discussion opening the second day of the 2026 Hispanic Radio Conference offers an inside the Beltway view in the Valley of the Sun.

On Thursday, May 28, the panel discussions begin at 9am Pacific Daylight Time with an industry outlook devoted to broadcast regulations and policy updates.

Moderating the panel is Francisco Montero, the veteran Managing Partner of Fletcher, Heald & Hildreth in Arlington, Va.

He’ll direct a discussion that examines recent and pending federal and state policy developments that directly affect Hispanic radio, including ownership rules, regulatory compliance, and public file obligations.

Panelists include Bustos Media Holdings Chief Operating Officer Felipe Chavez;
Grisella M. Martinez, Founder/Principal of Axis Mundi LLC; and Tregg White, President/CEO of the Arizona Media Association + Arizona Local News Foundation.

The panelists will break down key FCC and legislative actions in practical terms and discuss how they could influence formats, political advertising, local news, and community service. And you won’t be billed for the advice and consultation!

The words of Martinez, in particular, could be intriguing. She has more than 20 years of experience in federal policymaking and politics, including telecommunications, appropriations, homeland security, and judiciary matters. She is the Founder and Principal of Axis Mundi LLC, and most recently served on the Harris for President campaign and Harris-Walz “transition team.” Martinez was also Director of Legislative Affairs for Vice President Kamala D. Harris. Previously, she served as Chief of Staff to Rep. Ruben Gallego (D-Ariz.); as Vice President of Government Relations at the NAB; and as Policy Director for House Democratic Caucus Chairman Xavier Becerra of California.
