In the November 2021 noncommercial FM filing window established by the FCC, which creates new facilities in the “educational” MHz radio band, a fair distribution analysis was used to determine which of two applicants the allotment should be awarded to.
A construction permit was granted to one party, after dismissal of the other party’s application. But, a Petition for Reconsideration was filed. Guess what? Reconsideration led to a potential flip of selectees from the office of Al Shuldiner, the Audio Division Chief.
