For many years, radio reception across the small towns of the Catskill Mountains relied on access to big-signal stations from Albany, N.Y. Then came locally based signals. Now, one of them — a noncommercial facility with a variety of music programs surrounding such shows as Democracy Now! — is heading to a new owner.
