DOBBS FERRY, N.Y. — A new strategic agreement has been reached that will restore all-news cable television channels owned and offered by two regional MVPDs to each lineup, resolving an 11-month freeze-out for the brands on Optimum and Charter Communications’ Spectrum systems in the New York Tri-State Area.
