According to the LPTV Spectrum Rights Coalition, a Notice of Proposed Rulemaking involving LPTV and the incentive auction was scheduled for publication in the Federal Register 11/28/14. This posed a problem in regards to the 30-day comment window thus opened.
The Coalition, given advance warning by the FCC, was able to exert some influence on the process.
