WASHINGTON, D.C. — Legislation introduced in late July that would reinstate the minority tax certificate program, a move that many say will reinvigorate the potential for increased radio and TV station ownership by women and multicultural operators, is moving to the full U.S. House of Representatives for a floor vote.
But, it is absent of one key subject — something offered by a retiring House member that individuals such as David Honig have been vociferously lamenting across Capitol Hill.
