FCC Chairman Tom Wheeler’s proposal announced 3/6 will ask the commissioners to vote 3/31 on a proposal that will ban JSAs and joint retrans consent negotiations. The bans will become effective immediately, assuming a majority of the agency’s commissioners vote in support.
