During an yet another FCC visit to Capitol Hill, the FCC’s Tom Wheeler and Ajit Pai addressed the issue of paying moving expenses for broadcasters forced to a new channel as part of the incentive auction repacking process.
The basic fact is this: Congress gave the FCC a certain amount to work with, and the FCC has no power to adjust that amount.
