FCCDuring the scramble for acceptance in a 2007 window for new NCE FM CPs, 13 prospective licensees were found to have filed mutually exclusive applications for a station in the Gloucester MA area. At one point, two were allowed to refile, and a third is protesting that it did not get a similar opportunity.

The thing one needs to understand is that not all of the applications were mutually exclusive with every single other one – but they were taken as a group.
