Cindy-CavellNow that the first deadline has passed for television owners to throw their hat in the ring, or not, for the upcoming incentive auction, the question of how the subsequent repack will unfold becomes paramount.


Several experts believe the repack should unfold regionally, to save stress on tower crews and antenna manufacturers, so they can marshal their resources where it makes sense, both time and climate-wise. Cindy Hutter Cavell of Cavell, Mertz & Associates tells RBR+TVBR this creates efficiencies, especially during the winter. This is important as the FCC has set a 39-month limit for the repack currently, though FCC Chairman Tom Wheeler has said waivers may be sought in some cases.

Cavell has handled a repack before, from the wireless side, so she’s aware of the needs of the companies that want the broadcast spectrum, as well as television owner’s needs.
