Expanding OpportunitiesExpanding Opportunities for Broadcasters Coalition head Preston Padden says the FCC is underestimating the value of television spectrum by an enormous amount in an effort to drive down pricing, and thereby putting the auction at risk.

The original plan was for stations to be valued based on spectrum clearing value rather than enterprise value – a plan that Padden believes has been abandoned.
