Owners, or their engineers, would file FCC Form 338 in the Media Bureau’s electronic database.

Currently, owners need to seek a waiver of the FCC’s rules or ask for an experimental authorization to employ Modulation Dependent Carrier Level control techniques. MDCL varies either the carrier power level or both the carrier level and the sideband power levels.
